    Very creative implementation of Adsense.

    Google forbids showing ads on pages designed solely for the display of ads. If there is not enough content on the page, there may be an issue here.

    I think the link ads at the bottom of the page is against the TOS as the number 1,2,3 refer to the ads.

    Labeling Ads
    Publishers may not label the ads with text other than "sponsored links" or "advertisements." This includes any text directly above our ads that could be confused with, or attempt to be associated with Google ads.

    I think their Latest News section breaks the TOS.

    Also under Incentives:

    Publishers are also not permitted to use deceptive or unnatural means to draw attention to or incite clicks on referral buttons.

    How did you come to that conclusion? If they are breaking the TOS by misleading users into clicking it doesnt matter if they convert. Besides that, I highly doubt that website will be providing "quality clicks" whatever the case may be. Probably just more adsense arbitrage.

    They are leveling the ad links, so it's against the TOS. But unfortunately, many such adsense implementation are still there alive and many are never banned.
