Is posting reply to welcome every new members at introduction section is kind of spamming? I had a red rep from someone. Actually I don't think I spamed there.
It's spamming if that's the only thing you do. I think its a good thing to check the section to welcome new members from time to time but to keep replying to every thread would only mean trying to get your post count up.. I don't think people appreciate that.
You may want to clarify with the mods, but IMHO it is just a nice gesture to welcome a new member and make them feel comfortable. It depends on others' interpretation too.

how do you welcome a person? instead of saying hello, hi, nice to meet u. what else? I don't think u have hundreds of saying welcome . U reply this thread also up your post count. I just wanna say that welcoming people is not spamming.
Check the person info, if he is from a particular country, welcome him and comment on that country particulars, or if he is from a particular industry, talk something about that with him. Not just a cut and paste welcome.
You could ask about details they included, be a little more personal. Reading that you copied the same thing over and over again is the funniest thing I've read all day. No offense, but I think it's definitely considered spamming. It's much more useful to track those members posts and see if you can help them out somewhere instead of copying the same thing over and over again
