Is this "keyword" stuffing?

    I was just worried that using the same word over and over again in that tag was a bad idea; but I guess not :)

    This is not Keywords stuffing at all, Keywords stuffing means adding unnecessary keywords in the content not the Meta tags, Meta tags are always the right place to put your keyword however they do not matter much in today's SEO scenario as there are so many other SEO techniques which have out shined the importance of Meta Tags, However still its a good option to use.
    The actual meaning of keyword stuffing is using your keywords repeatedly in your content, increasing keyword density up to an undesired level.

    Let alone, keyword stuffing and "keyword density" have largely been debunked as having any real positive effect on the main search engines. Keyword stuffing actually refers to content within the page.

    Often people would include a whole bunch of keywords at the bottom of their pages, or hide it using a similar color as the background.

    If a human reviewer from google could look at that and see a usability reason for what you did, then I would not be too concerned about a penalty. If it looks to a human like it is keyword stuffing, then I would be more concerned.

    Even if you are keyword stuffing, I would not be too concerned about a penalty since you say that they are not money words. What would concern me more is that it would water down the results for that page, and possibly send a visitor to that page when you have a more approprate one for them.
