Is this keyword spam?

While looking at this page - http://virtualpet.com/vp/, I saw this on their footer:

I believe its keyword spam, but I'm not sure.
How about you guys?

 

Sure its keyword spam for a competitor. Although it is put in a paragraph and its not hidden or anything. I dont think google will do much to it.

It is a description of the website still, even though it has major keyword stuffing.

 

Meh, oh well - looks like I'll have to step up my game then, since they've been around since 96'.

Yep it's definitely keywords spam you can become a snitch and tell google about that here:

I tried telling google about it last year, but nothin happened.

wow, anyone who doesn't see that as spam needs to get some new glasses. it could be a fluke, but i'm seeing that site as a greybar on my PR toolbar.
