    Have you looked into Green geeks? They have incremental reseller hosting plans. I host my website with them, and they have extremely good customer service. I'm sure you can just chat with one of their sales reps and ask many of the questions you have.

    With your budget you may get a good Unmanaged VPS, so it means that you have to deal with the server and client requests.

    I'd advise to start with the reseller account, as it includes server management, WHM / cPanel, and many more features which could be great for your startup.

    Virtual Private Servers are a great source for starting a hosting company therefore they have great features and give you 'root' access to your WHM/cPanel or any other applications. Please do remember that Virtual Private Servers are more limited and may have issues as your expand your business and more customers are attracted to your company.

    Hosting42 - Does have recommendation standards in which we use when a client is starting a web hosting company. Other opinions and companies are different on this approach although we strongly believe in our way of business as we hate to see businesses fail. As a company been in the Web Hosting game since 2010. We do have a little experience.

    1) The Start off.
    When looking to start your business, you will become very frustrated on the options and choices you have to make. You must take in to consideration the following.
    • Billing System
    • Domain Client Panel
    • Addon applications
    • Server Fee's
    • Server Hardware (Failing/Old Hardware is common when purchasing a Dedicated Server/VPS as Hosting providers don't upgrade as much as they should)
    Are you ready for this commitment? Do you only have 1-100 customers? Why pay the high rates on a Dedicated Server/Virtual Server if you have only a limited amount of respected customers. You should find a provider that offers you Reseller Hosting and resell the service. This would save you alot of money and potential downtime due to customer error. Yes, you don't get root privileges but if your only making a small amount of change; you don't need the full power. Plus, you can always transfer to a Server as your clientel grows and your income becomes larger.

    2) The way.

    If you are ready for the commitment of owning a server (Managed/Unmmanaged) Take into consideration all the fee's and if you do not have a large enough clientel this may have a huge impact on your company and how you operate due to a high overhead. If you are making enough income to support your companies overhead then a Virtual Sever/Dedicated Server is good for you.

    Just remember don't get in over your head! Take steps slow; Going to fast may lead to failure and you could start back at Step 1.
