Is this description considered a link farm?

    A company website has a package deal that offers me 50, content relevant, website backlinks (one way) for my site. My cost would be $100, is this a good option for me to pomote my website for traffic, or is this consider a link farming option and viewed as a negative with search engines and should be avoided?

    Then what is the best and quickest way to get quality content related backlinks for my website's serp and traffic to my site? Thanks.

    Not done quick is done right. You will have to spend time and effort building your backlinks. If you provide rich unique content on your site you will naturally build backlinks from people linking to your site. Aim to get sites relevant to yours, use as your anchor text the keyword or keyword phrase you are trying to rank for.
