Is this considering "bumping"?

    Technically it is, but I'm wondering if this is allowed.

    I'm offering a service inside the B/S/T section to which members have replied signing up directly on site, but the thread has no posts.

    May I post under it to remind people the offer is still open instead of starting a new replica of the same thread?

    It is 23 days older, thanks in advance for your guidance, the service is timeless.

    I think reopen a new thread would be nicer, at least it's not bumping. Although you're talking about a thread ages ago, but it's still considered as bumping I guess :D

    Make a new thread instead. And make sure you request your old one to be closed.

    If it's the exact same offer, we may not close it for you though (simply posting the same thread to get higher in results can get you a duplicate post infraction) - why it's a good idea to make offers time-sensitive. A good solution is to include a link to your offer thread in your signature (you can see an example of that in mine). It does help to keep people visiting it and it doesn't violate bumping or duplicate thread rules if you go that route.
