Is this called fraud, or violation?

    I had an argument with a guy today, he told me fraud is when using fradulent clicks, such at bot. The violation of the policy is when you're not fraud, but violate one of google terms, it's the same thing to me anyway. But he explained the difference is with fraud, google will terminated the WHOLE account, with violation of the policy, for example, put adsense on porn page, google will disable ads from that domain only, and your account will still be actived.

    I met him at my school today, he has one personal webpage and one about for students, some tips about rock band (call 2nd site), and after thrilled to find out one of click made him $2 at 2nd site, he told me that he tell his friends on his personal site to go to the 2nd site to click for him.

    Google policy says clear that you're not allowed to bet people to click on the banner, this guy doesn't even have banner on his own site, but other site. I told him if google finds out, they will terminate his account, he said "no, they will just disable my 2nd site domain". What do you think? Is this fraud or not?

    They'll shut down his whole account if they find him asking people to click, if there is a violation such as site content they will only disable the second domain. I didn't understand your fraud/violation comparison because I am not very good at understanding people who's first language isn't English (mine isn't English my self, so, I am not great at understanding it)
