it's never good to have duplicate tags, all of your meta tags need to be unique, or it is unlikely that your web page will rate highly in SERPS

ok!! so I read it somewhere... if we have same title, description for all the pages in our site... chances are our own keywords and pages start competing amongst each other for the searched term... sooo it is better to have separate description's and titles for individual pages.

I always correct the errors that I see in google webmaster tools. And especially if I see title etc duplicate issue. So I suggest you correct this problem by changing the duplicate titles to unique ones. Your site is a forum?

The site where I have the same titles and description is a property search portal.

Whatever, TITLE is like a reference to your web page theme.
If you have all the titles same then you are troubling your website growth in SERPS.

Regarding your website you need to tweak your script so that it displays something like this,

    <page-title> | <City> | <Country> | <Sitename>
    <page-title> in <City> | <Sitename>
    <page-title> in <City> | <Sitename>

The above are just example, but having page title first will reduce your duplicates, considering you will not have duplicate house listings.

Because normally majority of the CMS uses Title of the content for Page Title.

You need to workout which is right for your website needs.

Right now your website is like
    <sitename> | <page title>
