    That looks to me like a domain parking page. I think that is a premium publisher deal, to be allowed to do that.

    Actually, that is not a premium publisher - you can tell by the pubID in the "Ads By Google" link. They probably have a main website that they've registered under and placed the link unit code on this site, as well.

    But you are right, that would be a violation of their terms of service to place ads on non-content pages that manipulate the ad targeting. In this case, getting ads that are for domain registration (high paying CPCs).

    Now, it would be up to you if you want to report the publisher to AdSense-Support[at]Google[dot]com .

    For instance, About.com is a premium Google partner, their ID looks like "ca-primedia-basic_js"
