    If they are paid to surf traffic, then yes, its against TOS.

    I heard that it is. I am not sure if it's illegal but you shouldn't use programs like that. Normal traffic from search engines are your best bet! It also messes up your SERPs ranking since google will index it and it might be higher than your site's SERPs.
