Is this against TOS?

    If my title is a question, and right below the title I have my adsense code, is that considered misleading?

    there is no problem. You can put anywhere you want between answer. beside links. top, left-right, footer.

    well, i do not think that its wrong, you can have adsense in 3 different places in one webpage. wherever you want, make 3, and thats fine.

    should not be a problem unless the question is
    "do you want to click my links below?"
    Or
    "what one of the pages do you want to vist?"
    or similar
    or anything dealing with getting the reader in a click mindset so they think the ad is the answer. at that point you are walking the thin line between violation and bearly acceptable.

    I don't see any problem with it. You might want to ask Google itself for a definitive answer....they often reply in less than than a day.
