Is This Against The Adsense TOS?

    I am thinking of using the website http://www.linkreferral.com to promote my forum which uses adsense. Linkreferral is like a directory where you can increase your site's position by visiting other people's sites, reviewing them, and posting in the linkreferral program.
    Would it be against Google's TOS to promote my site in this way?
