Is this against Googles Search Engine TOS

If I offered Sponsored listings and mark them so people know where the sponsored listings are higher than the free listings, could Google Penalize the site.

Take note that there will be 5 to 10 different Sponsored listing rankings. For example:

    $2 cost per month
    $5 cost per month
    $12 cost per month
    $20 cost per month
    $30 cost per month
    Etc...

Now which ever cost plan the advertiser chooses, they have to pay that every month plus that determines how their listing is ranked.

If the person pays $12 per month, then that advertisers listing gets listed above the $5 and $2 per month listings including the free listings.

Also, the main important thing is this: I will be using the 'NoFollow' tag on all external links apart from on the details page for the link that says "Visit Website". As I'm using this paying system to rank the listings with the advertisers Follow link on a different page, would that still be against Googles TOS.

I want to charge advertising like this just for the traffic that I send to their site, but Google being Google, they may look at it a different way and therefore don't want to get Penalized. Also, I've noticed HotScripts have Sponsored listings and also use NoFollow apart from the Visit Website link on the scripts details page, similar to what I would be doing, apart from I'm having a monthly sponsored listings ranking system included.

    Thanks for the help.

No reply??? Oh well, decided I will just use NoFollow for every external link. No worry about Google then.
