Is this against Google AdWords/ AdSense policy ?

    I couldn't help notice that a site in my country that offers free accounts to everyone has decided to place ads on their footer.

    The site is http://www.as.ro but you can check any free account to see what I mean, for example : xhttp://k.as.ro , xhttp://www.pagini.as.ro/

    Even more, after a few seconds, a frame is loaded near the Google search window, only the title and the google ad is visible.

    Is this allowed and if not, where should I report it ?

    If i remmember correctly you're not allowed to hide the content and in their case it's below the window, only the ad and title is visible.

    you are not allowed to hide any part of the ad. You could try reporting it anyway, couldn't hurt. I've reported sites in the past for TOS violation, but still nothing has been done about those sites. I'm not sure how much they really care about those smaller sites. But you could always try reporeting them anyway.

    The ad is not hidden, but the article is always behind the window as the scripting on the site keeps everything at the bottom of the page..

    Guess it's not worth bothering to report it, though i'm a bit envy of their ideea, that free hosting site is pretty popular in my country.
