I'm no expert but I think it is against TOS you're taking away the fact that they're Google Ads

I believe that this would, in fact, be a violation of the TOS

It is, I would sincerely advise to follow exactly Google ads and try not to cover anything even if it is by accident, from the number of emails of Adsense users being banned, it seems Adsense is getting stricter by the day. It is advisable to do whatever you can to avoid be banned by them. Once banned it is for life! No point at all taking the risk if you depends on Adsense for the income.

Also do take the effort to read up on Adsense Guidelines TOS and everything and make sure your site follows them.

Without a doubt, it's NOT allowed to do that.

In the Adsense Policies under ad placement
"Elements on a page must not obscure any portion of the ads. "

By hiding part of the ad, your obscuring it. Not Allowed.

Funny, OP mentions TOS so he is at least aware of them, yet has apparently failed to read them.
