The ads are integrated with the search results
It looks like it doesn't have any content on the results pages though. How about it? Legal?

I highly suspect that it is not. There are no signs of a publisher being premium or the domain being parked so it is pretty much against the TOS.

There's nothing illegal about it. But its violating Adsense's ToS because there's no real content. Do adsense even do ads with 13 blocks?

If you look closely (try refreshing the page and watching the ad units), the middle section of the site has only two adsense ads. All the links below them are regular links generated by the search engine. So I guess they would qualify as the content.

The search box itself is not adsense so they are not manipulating adsense search results. Score two for the creator. But maybe someone else can spot an adsense violation?

btw - by "legal" I meant the adsense tos. :)

I don't think search results qualify as content, actually. I'd call content something that the creator has written, not just fopen-ed from someone else's search engine.

    Mark,

Does Google allows it's publishers to put ad code on search result pages?

I know they don't allow it on adsense search result pages. Other search results like searchfeed I have no idea.

Given that ads on search result pages are allowed, they are still in clear violation since their ads and search results appear to be the same.

I would say it is against the TOS aswell. And i don't feel that search results should count as content however the SEO bots may feel diferently.
