Is this Adsense placement against TOS?

    Came across a plugin that allows you to have an always visible box. Is that against Google's TOS?

    i would also like to know. my website is over 1.5yrs old and still i did not make $100 yet. the traffic has come down drastically suddenly since the last 2+ months.
