    I was visiting this website and found the adsense link effects,

    http://www.csscreator.com/

    The first top box labeled with "Ads by Google" and it have the adsense links but i think they have played with adsense code.

    Is it against TOS?

    Perhaps, although, I think that in some cases google has agreements with certain publishers for certain custom ads, like at problogger dot net at the end of each post it has a link to google adsense and adwords I believe. You could try reporting that site to Google if you'd like.

    That site is probably a premium publisher of adsense. Premium publishers get alot more control over how the ads look.

    Well, according to Alexa, they have a ranking in the top 20,000, comfortably. I would think they probably have enough daily visitors to justify a status of being a premium publisher (if that is the case), in which case, they will receive some breaks that we, the regular publishers, won't.

    CSScreator is a famous site and I'm certain that they are premium publishers. Take a closer look at their code:

    <script type="text/javascript" >
    <!--
    google_ad_client = 'pub-5980381338763861';
    google_ad_output = 'js';
    google_ad_channel = '6515120552'; //'6515120552';
    google_max_num_ads = '3';
    google_safe = 'high';
    google_feedback = "on";
    google_ad_type  = "text_image";
    [b]google_hints = "Web design development";[/b]
    google_image_size = "468x60";
    //-->
    </script>
    <script type="text/javascript" src="http://pagead2.googlesyndication.com/pagead/show_ads.js"></script>
    Code (markup):
