Promoting clicking on ads is prohibited, even if you write on top of ads Popular site etc it is against TOR, you may not put an arrow pointing to ads.

It has been clearly mentioned in Google's TOS not solicit for ads clicking although the page merely suggest that users should visit the sponsor in order to keep the site going. If this is discovered by google, the account will get banned and there's no chance to appeal for it.

google will easily find out. It's not recommended. Even, nobody asks for clicks through social networking services or email accounts. They will all be found out because google doesn't look for such notices, they look for click patterns and will easily spot any unnatural click pattern. For instance, if your site is getting hundred visitors daily and three clicks at an average, and one day it starts to go above fifteen clicks, and stays at that, and most of the clicks come from specific range of IP, then mark me that you are screwed.

This is something I checked into myself at one point. It is very clearly against Google's terms of service to encourage clicks in any way. If you want to encourage visitors to support you by visiting your sponsors, than I would suggest you do so with an other affiliate program such as amazon or comision junction.
