<a href="/content/my-site_a12" target="_blank" onclick="return clt(this,1,'my-site');">This is my anchor</a> I got this from a site linking to me and I don't know if it is counted by google.
The text here href="/content/my-site_a12" must be href="http://your_url_here". The javascript text don't bother the search engines, only people. So it can redirect you to the page, but the search egnines are send to their_webpage/content/. And yes, it won't be counted by google. And check what can be found on the url for search engines.
looks like the site is doing URL redirection. if you move your mouse over to the anchor text and only see your site URL at the status bar, then its a direct backlink and will count. but if you see DirectingSiteURL/YourSiteURL then its a redirection and you will not get any link juice
