Is this a PR calculation formula for friend link?

    PR(A) = (1-d) + d(PR(t1)/C(t1) + ... + PR(tn)/C(tn))

    I see the calculation formula in many google search pages, it is said that is a PR calculation formula for friend link.

    and "d"=0.85,
    PR(t) is the backlink website's PR,
    C(t) is the backlink website's outbound links amount.

    for example, if website A has two backlink, B with PR 4,backlink amount 9, and C with PR 8, backlink amount 16

    Then A site's PR is
    PR(A)=(1-0.85)+0.85(4/9+8/16)
    =0.95

    Here is the question:Is the formula right ? And if it is right, how can I know how many outbound links A site's backlink website has?
