    I have seen multiple bookmarking sites use this form of link.

    <a href="/out.php?url=http%3A%2F%2Farticles.moneycentral.msn.com%2FSmartSpending%2Fblog%2Fpage.aspx%3Fpost%3D1369931"  target="_blank" onclick="vote(0,505334,17,'cb083efea73f98cd7692cf5780486b94',10); return true;">
    Code (markup):
    What is the "out.php" file doing in the link?

    Most likely it is. Most of the sites using this technique blocks indexing of out.php in robots.txt.

    google can go via this link, but it won't count as your backlink
