Is this a new CPC rule?

I have just read this: "Keyword-targeted ads are ranked on search results and content pages based on their maximum cost-per-click (CPC) and Quality Score. (For the top positions above Google search results, we use the actual CPC.)"

So, does this mean that if I have a premium position above the SERPS, I will always pay my max CPC?

    nevermind, I found it:

    https://adwords.google.com/support/bin/answer.py?answer=6546

The very end phrase of the same text says:

What is clearly state that is not what you are thinking about what you read.

Anyway what I'm understanding from this:

Is that the left ads position is selected by Quality Score + CPC

and after you reach the premium position, inside it the 3 positions available the positions are selected by a different rule: only by the CPC (not by the quality score anymore).

I'm pretty sure that Google never charge you only by Max CPC - this is a frequent query on AdWords Professional Qualification Exam

John, you may also find this post (and maybe the whole thread) useful as well.
