At the top of my website I want a message like this: 'Welcome to the leading <keyword> website.' But I want to place <h1> tags around the keyword in that message however the H1 tag will be styled so that it won't be any bigger than the normal font size of my site but it might be bolded. Can this be seen as black SEO? And can I be penalised for it?
Why not just H1 the whole shebang and style it rather than just the keyword - then it's not an issue. However, trading standards might want know why you're the leading site?

nobody can predict when and how a site will be penalised because search engines can never disclose their alogorithms.

No, it's not a blackhat technique, SEO expert use h1 and bold tags to emphasize the keywords using CSS so that the content will look nice and clean.
The way he described it origially is blackhat. It's not semantically correct and was only done for the sole purpose of manipulating serps.
So you mean if I'm using CSS in my site it is considered as blackhat technique if I put h1 tag or bold tag on my keywords. For example This is my <b>keywords</b> Is this a blackhat technique?
To Janna122003 are you sure that it is not black hat as i have used the same technique? i have only used the keywords in h1 and they are coming on the whole site plus they have been linked to home page to boost ranking. Please tell and if you have any proof i will be highly thankful to you. Thanks
Of course NOT black hat.....Code it with css and put it in external file.... H1 is for emphasizing a keywords or keyphrases. one of the most hot pick of SE for SERP. no im talking about what he originally described as black hat. eg: "Welcome to the leading <h1>keyword</h1> website". which should be "<h1>Welcome to the leading keyword website</h1>" what your doing is fine, although <b> tags are depricated and are only for aesthetic purposes like the 'font-weight:bold;' in CSS. if you want to put emphasis on keywords use <strong> which does the same thing as <b>, as with <em> (emphasis) instead of <i>
Don't use that trick it will be better. This is not going to help you much in getting high search engine ranking. Rather than using this trick try to maker some useful related links and get some hits. Thanks
