I went to http://www.web-designers-directory. org/ to submit some links…. And all the links there are “nofolow†ok, the owner as the right to chose to put “nofolowâ€. The problem is asking for back links to get listed on the directory :S And nowhere on the submit page says that the links are “nofollowâ€. I think this is as BAD ethical procedure.. What is the community opinion?
If he is not telling you they are "nofollowed" then it's bad, but if the site says that in the submission page there is nothing bad from his part, however it's still unfair.
I wouldn't call this unethical. Not all directories are designed for SEO benefits. I run some niche directories, which i want to keep full of quality links. The purpose of these directories is to provide a directory of useful links rather than a bunch of links submitted by webmasters trying to get PR for their site. If you don't like the submission rules just find somewhere else to submit.

Appears to be a free-to-submit, niche directory. Yes, he is using nofollows, which is not very nice. But then again, you are not paying for anything, and he also does not have to list your site at all if he so chooses. Just remember this site as useless in terms of PR and never submit there again.
