Is there software that can do this?

I want to have a new site designed and have found many different features of sites already online that I would like to use. Is there a software that can grab certain graphics from different websites and let me re-arrange them how I want them so I can show the example to a web designer?

Note: I don't want to steal exact designs but rather use them as points of reference for a new design.
