There are quite a number of search engine submission service in the market. Some are free , some are paid. For Example: Service Provider 1 offers submission to 200+ sites including Altavista, All The Web, Yahoo, DMOZ,etc. Service Provider 2 offers submission to 300+ sites including Altavista, ExactSeek, Info World, DMOZ,etc. As you noticed, they may offers overlapping/repeat site submission (ie: Altavista,DMOZ). My questions: 1) If I decide to take multiple service providers, is there any Search Engine site's penalty/rejection (ie: by Altavista,DMOZ) for REPEAT/Duplicate submission? 2) If I decide to take multiple service providers, is there any Google PageRank or SERP's penalty for those REPEAT/Duplicate submission on my existing website? No there is no penalty (except DMOZ as it would consider as spam, & I am not sure about it) but be stay away for market software or all in one submission , it is not possible to some add in it. Ppl making you fool. e.g. Yahoo needs user name password to add. try to submit in quality search engine and back links it is hardly 10 Search engine (I never used more than 3 search engine in my life) and it is enough to get 100 good niche back links. Don't rush for 1000, submission etc. it would give u nothing . Try to make SERP improvement and use organic method.
Don't waste your time (or money) on search engine submission. There is a rumor that submitting to search engines actually gives you LOWER rankings but I think they just ignore the submissions. Spend the time/money on getting backlinks and the search engines will find you sooner. The last time I got a visitor from places like AltaVista was 2004. You just need Google, Yahoo and MSN/Live.

1. Submission to search engines = useless and waste of time Search engines find new sites when they find incoming link. Google finds also new sites with google bar (when someone with google bar visits your site), google adsense (if you put adsense in your site),.... Duplicated submission does not help. It may be considered as a negative point, although a ranking penalty is unlikely (otherwise, you might make your competitors penalized). Exception: when your site has been penalized and corrections have been made, ask for reexamination : do so in your google webmaster account. 2. submission to directories: you have to submit your site to directories if you are looking for directory listings. Duplicated submissions are considered as spam >>declined.
I do not think submitting your site to search engines is useful at all. But as per your query, multiple search engine submission is not considered unethical, and there is no penalty for it.
