    Hello.

    I own site that gets around 2000000 pageviews per month. Around 95% of traffic are US visitors.

    Is there an ad network, where can I become a publisher and get flat rate cpm?

    I'm interested in pop-unders, but other types will also work.

    If you have adult content and/or are ok with adult ads, I think JuicyAds have a flat rate option for publishers.
    It's not a flat CPM, it's a flat rate for x period of time.

    For my two cents... any well-known ad vendor won't give you a fixed CPM until they've seen what your site can do. Work with them at what they're offering and show them your high quality traffic. Then go back to the table with them and negotiate the flat rate CPM or you'll find a vendor who will. Most I've worked with in this manner will do it.
