    Use an alternative payment processor like Moneybookers. Or go for WesternUnion which is a bit expensive but can work for you just fine as a last resort.
    Well, as long as you're the receiver and the sender agrees to pay the fees, WU would be great.

    You do not need to have an account with them.
    Receiving money is done the classic way, you go into the bank and get it. With the transaction details given by the money sender.

    I think western union is a good option for you if you dont want to use paypal.
