For your second question, here is the reply. You can withdraw money easily from your paypal even if your account is not verified. The only drawback with unverified account is that it has a withdrawal limit of $500 only. If you are ok with this then fine, otherwise verify your account.
AD1: The only legal way is to withdraw from paypal and then upload to moneybookers. This can take 5-10 bussines days with low cost from $3-5 for all banking cost, but depends on your currency. Paypal have quite bad exchange rates anyway) Warning: Both of them hate and fight against money exchanging.
