I dont think that there is any registered company doing this. There are few currency exchange forums where people exchange currencies for some fees or sometimes free if you find someone in need of paypal funds. That may help but you will need to be secured doing this.

Well its always to risky to use 3rd party service for withdrawal. More over money through western union will be costly then direct bank withdraw. Else you can find a suitable/trusted person who can send you money via WU in return of paypal money.

Instead of western union, you can check out xoom.com to see if it's available in your area. Xoom will allow you to fund transfers with paypal.
