To be honest watching how everyone on this forum gets to make money selling stuff to other members and get paid instantly via paypal is frustrating when all I can do is send money. Countries that are only limited to sending money cant we as a community do anything to speed up the process?
I suspect that Paypal would also want to open up the Receive option for as much countries as possible as it would mean that they would be able to earn a lot more money. Remember that Paypal will need to pay merchants in their local currency and that takes a lot of legal procedures to follow through with the local banking sector and other governmental regulations. As the customers needs to provide address and be subjected to their internal checks, it is less likely you will encounter fraud.
