    you can increase page rank from quality contents,qualitative back linking instead of a quantity.
    Just do simple things to your seo leave the rest to the google because they allot you Pr.
    You can Improve PA n DA...because its in your hand. If your site has a quality content then definitely you will get a better PR. And Getting Pr in a week or months is a joke.You have to wait for the google Page rank update.It can take upto 4-6 months. Be patience.

    Depends on how much work you put in your site. I mean it can go like in a month or two or in a year or more. Those sites that get it done in a week usually get banned from google the next one for using black hat seo. So go hard and slow its better than fast and invisible for everyone.

    Are you looking to just up your page rank? If so, I wouldn't worry too much about it because it is a VERY small portion of the formula that Google uses anymore, and the juice you get from upping your page rank will probably not be worth the effort. PR is used more in click based advertising, but even that doesn't get you a huge return unless you get a LOT of clicks.

    Focus on improving your site content and marketing your site within appropriate venues. Those will get you the returns you desire, improved search engine results, better stickiness, etc.

    You can create link wheel with different free blogging platform , which will make your site more authoritive and your site PR will increase when next PR updates and its safe because link wheel is gray hat technique - not told by google to do , nor denied to do. :)

    Only Guest blogging... And I will tell you WHY!!! Because directory submissions work if ONLY you get a backlink from the homepage (otherwise your link will be on a PR n/a or 0 page...) ... Also the same with Social Bookmarking sites... Forum marketing could work if ONLY there are LESS than 10 other links... But how can this thread reach PR3 or more...

    So ONLY Guest blogging on related blogs (that have PR4+ will be beneficial!) :)

    Also, sometimes web2.0 sites can also work btw! ;)
