Is there any rules or legal for creating a Lotto/Jackpot site?

    not that i know of, however if you was creating a site that pays out, im sure you would have to register it somewhere and fill out some forms?

    In the United States, every state has different laws (that's why some contests exclude people from, say, Arizona and Maryland). This site has an overview of Federal and State gambling laws in the U.S.:

    I would assume every individual country (not to mention the European Union) has it's own set of laws. It would probably be easiest to restrict participants to one country (the one you live in?) so you can tailor the site to the local laws.

    Even if you aren't charging money, you'll need to restrict participants based on local laws. For instance, in the USA, you would have to void the lotto in NY and Florida.

    In plain English, you need to spend the money to consult with a lawyer who specializes in these matters (gaming).

    Its almost like a gambling site, which is usually not legal in the US.
