Well, Paypal will limit your account if they find the information you provided or your dealings to be of suspicious nature. If you do not want to send any address proofs then how can you expect Paypal to ever trust you enough to allow you to continue to use their services.

A Personal Account if you read the HELP, you will know that it is for the personal nature and it is not supposed to be used for you to make any money with. Thus they will can suspicious you if you start making money and may limit your account. You will need a Premier or Business account if you want to receive money. If all you want to do is to send money then the personal account is okay.

Just send the documentation that they requested for and everyone would be happy.

If you didnt want to share any information with paypal in first place you shouldnt had signed up with them. There is no way to lift the limit without sending them the required documents. My advice is to send them the copy of the documents they require in order to clear everything ASAP.

Paypal are reputed, and won't misuse the documents that you send them.

Plus, your business account has a few advantages over the personal account.

And even if you do open a personal account, what is the guarantee that they won't limit that too ??

I've had the same problem, my account had 0 limits after I provided all the information needed and after a month or so, I have found out that I'm limited again, and that the ID is in "PENDING", now everything is fine again, something was wrong! :(
