If I keep $0 as my paypal balance for a long time (1 year), is there any problem?

It's a bit awkward how you are not putting money in, paypal may possibly send a inactive email to you.

I do not think having 'zero' balance should create any problem for your account... as long as you keep accessing your account from time to time!

No problem about that as long as you didn't do fraudulent activities
in your account. Just keep logging in to avoid from being disabled.
    Good luck! :)

Mo, there won't be any problem unless you don't Login once a month.

Accessing your account even once in a 3-4 months time period is OK and I can tell that from my own personal experience! :)

It shouldn't make any difference. My paypal balance was $0 for several years before I got into Internet Marketing, but when I started using it more, the account was still active.
