I want to ask one question. How many back links of what quality (assuming relevancy is good) are needed to increase PR0 to PR1, PR1 to PR2, PR2 to PR3............PR9 to PR10 ? I mean is there any measurement scale? I always struck when scaling is in question for SEO factors?
Only 2 or 3 back-link are enough from site >= PR5, to get PR4. and to get above PR4, a lot SEO subject you have to see, ofcourse your have to build your back-link too. Condition, your site must follow the guideline on google.

I don't know why u are very curious about Page rank... It not so much important. Main thing is SERPS, so that you can get visitor.. I visited your site http://www.xanersoft-expert-seo-company.com having PR0 as your site is six month old. In my opnion your site must get at least PR4 during this period. The main problem with your site is that You have huge number of outbound link. You must have to reduce that. Try to get one-way link from high rank site without buying link.. I am sure you will get that. As you are in SEO business, first your have to built your own house strong than you can insist insist your client about PR and SERP.
Getting listed in serps also need PR. But Okay. If i block outbound link pages by robots.txt file, than will i get PR4 ? Getting one-way link from high rank site without buying link bit difficult. having outbound links are ok, having no outbound links can make Google suspicious. You really shouldn't worry too much about PR. visible/toolbar page rank tells you nothing about how your site ranks for any certain term in search engines or how much traffic you get, it's what you do to get higher pr (getting links from high quality sites) that is important. aside from forums, press release, directories, articles, blogs, newsletter, there's negotiating with the site's owner and link exchange.
You can't say "having no outbound links can make Google suspicious", but that just isn't true. It does look "good" to have outbound links to authority sites and other niche sites, but it won't deteriorate any chance for ranking in Google if you don't have ANY outbound links.
As far as I know, relevence has no impact on the equation which calulates Page Rank. It might be part of the filters which determine if links pass pagerank, but that I'm very sceptical of too. However, the question you asked you, how many links do you need is 1. But it has to be a damm good one. In theory a damm 1 good PR 10 link could get you to PR 10 if it was strong enough and their was no other link from that page. The problem is their is so many thing in the question that it is very hard to have any steadfast rule to determine how many links you need. The green bar Page rank 1 to 10 is just the group that your actual pagerank fall into. The idea is you have a actual mini rank value that is calulated for each page then deeping what the mini page rank is it will display a Page rank we see. so mini page rank from 0-5 will show up as PR 0 on the green bar, an d 6-25 PR 1, 26-625 PR2 and so on, so the actual value of a link isn't obvious and as you get futher up the scale the difference between a low level Pr6 is massviely different to a high level PR6 link. Then their are the amount of links on the page that links to you. So Basically what I am saying is No you can guess but thats about it.
let me rephrase what I said... having outbound links is healthy, if you block out each and every outgoing link you have using a nofollow in the robot meta tag, or in the rel attributes, or using a script link, you just made your site a linksink. Google might rate the site as having less value as a resource for being a deadend and for good reasons. "It stops their spiders flow of indexing and cataloging the web, as now it has to back out of your site and go find someplace new to index. As you have given them no leads. The whole site becomes a dangling link, in effect."
I have not seen any evidence that the 'nofolllow' is taken literally, it still seem the spiders will follow the links. I think it just removes the 'vote' for the site being linked to in the ranking algorithm .
Having outbound links have to impact on PR or SERPs, but yes....it have impact on site reputation in eye of search engine and visitor as well.
