The limited account at www.linkmarket.net is free. So is linkmetro.com I've seen lists of forums elsewhere, if I can find them I will add them to this thread (I obviously don't use forums for link exchanges)
Linkmarket asks for money but you don't need it to use it. Besides its $25 a year to have full sorting and an unlimited account. $2 a month is hardly a deal breaker.
