Hi, Friends Iam new Here And Its My First Post...Is There Any Free Hosting That provides Us To Edit PHP.ini..
My Problem Is.. I Have Created a free account at 6server and installed clipbucket app which is like youtube, when i upload a file or video, the upload completes but the file doesnt save...after searching in google, i came to know to increase the upoad limit in php.ini file..

If Free Hosting Doesnt Allow To Edit, Does Paid Hosting Allow It to edit As We Wish

you can also edit it by putting it in your domain directory.

I don't think any free host is going to allow that, and if they find out you're circumventing their limits, your account will be gone. If you want to host videos and use tons of resources, pay for it.

Unlikely. It's restricted for a reason and that's down to shared resources on the server. Frankly, if you find one that DOES allow it then that should be a warning to stay away from them. After all, if you can change it then so can someone else, probably to your detriment.

Not on our hosting you can't. Actually, that's not strictly true. You CAN upload a php.ini file to your domain directory, and you CAN manipulate it to your hearts content....it just won't make any difference. Our php.ini file is centralized and over-rides any customer-uploaded ones.

you need to get a VPS or your own dedicated server.

One of my server is a vps that i have with kazila.com, i think on their cheapest server its a tiny $30 p/m min for basic managed cpanel server. (google for coupon codes to save some $$$)

if you cant afford a cpanel server, try sshvm.com they have servers for $2 p/m that you can self install with '1 click' kloxo and run your site from their. Last time i was with them, it was a 10gb hdd, 100gb bandwidth (just be sure to not exceed bandwidth as i think there were pricey in overage fees)

That's correct. You will not be able to edit the php.ini file with any good host, as RonBrown said. If you want to run a video site, you'll need a VPS, or something where you will have more control.
