You can use CMS to create your website quickly and create unique template as per your requirement.
To create mockup, you can use online tool balsamiq to show your design prototype to the client.

I make sample websites as subdomains of my promotion
website and promote the links to potential clients.
What matters is not the speed to make a new site but
your technical ability to make the site dominate the niche.

Texas Grin It helps to have kick butt skills that take
the site to the very top

I have found one interesting web application which helps to make the website (or website drafts) less that one hour, the application called MockupBuilder :p:p:p:p

wordpress but I definitely think its best to spend more time with that regardless of what platform you use - unless you really don't care to personalize anything or have much content.

radiant_luv has the right of it. I prefer Crayolas and brown Kraft paper, if only to emphasize that it is premature to be thinking of layout graphics.

Only graphical designers really give more than passing interest in how the site will look before all the information gathering, content development, branding issues, and such simple but important factors as the vocabulary that will be used is determined. Web developers know that while the graphics guy should be involved early on for illustrating IT concepts and melding existing branded stationery, advertising and signage with web content, no real graphical design can be decided until content is developed.

Unfortunately, graphic designers are almost universally print oriented even if they've never worked in print. Since 2000, I don't think I've even met or worked with three "designers" who even know what affordance is, much less understand that it is the single most important element of graphic web design.

    cheers,

    gary
