Is there an easy way to add and rotate thousands of small banners?

I dont know if this is a php or javascript question, or another kind of programming question.

I want to add thousands of small banners to my site, but only display 4 at a time. And everytime the page refreshes I want the images to rotate and show 4 different banners.

Is there an easy way to do this? Like a software program where you can just add all the images to it, add all your urls and it generates the code?
Or do I have to do this by hand?

Thanks, but is there a program that does this? I just dont want to manually type out thousands of file names with thousands of urls. Im trying to find a shortcut for it so I can do it faster.
