Is there a way to tell if a pm you sent has been read yet?

    Only if you have selected the option for a Read Receipt in your edit options area of User CP.

    You can actually click on *user cp* in the navbar and in there, there should be an option to always ask for a read receipt upon opening of pm's.

    However, the end user has the option to decline.

    Remember, users can receive the PM message in their email and read it long before ever opening it on digital point website.

    Very true.

    However, i do not see anyone not replying to a pm unless they are trying to avoid someone.
