My last job was with a small startup company. We ran a website selling classifieds to B2B clients. Our classifieds were $99/mo. We started with zero in 2006. By 2007 we we're on a million dollar run rate (making over 100k per month) by 2008 we were generating over $250k per month. We started out by focusing on a very small group of niche key words that had a low CPC but converted well. Each month we would ramp up our spend. Eventually we we're spending as much as 40% of our overall budget on adwords, which was a pretty substantial amount (do the math, 40% of 250k per month). However, we did it by methodically growing our monthly spend. We never spent money unless we made money back. So the answer to your question is yes, you can make money with Adwords. But you have to have a strategy, don't go out guns blazing bidding on top placement on the most expensive terms in your niche (a lot of competing sites tried to do that against us and spent themselves out of business). Dominate certain group of long tail keywords and you'll eventually be able to afford the top performing key words in your vertical. It's all about ROI and scaling.
Adwords is very ambiguous, many web developers, if they do make profit from it, won't even tell you how / why etc. They won't give you any details on what they invested and how they made it back and how much of it. To me, it seems like the ONLY WAY, a website benefits from adwords, is through e-commerce (selling something on a website), or some sort of affiliate bullcrap scheme. I never tried adwords, because my website is content driven, doesn't sell anything. I considered making an adwords campaign to advertise the forums, but that has no guarantee that people will register, or like the forum. And I wasn't sure if it would be arbitrage, since the forum has no adsense but the main website does.

Good tip for maximizing profitable campaigns... spend a little time beforehand to research low-medium competition 'buying' keywords and phrases. You need motivated traffic to get conversions and the intent of the searcher is pretty much everything. They browsing or buying? If not using a buying keyword or phrase, then tap into their mindset and offer them something good up front to get their interest and create the motivation ...
