Is there a way to change the registar of the domain name?

    Dumb question, but can you change the registar of a domain name?

    For example, if someone pushes a domain to me via GoDaddy but I want to register it with NameCheap, is that even possible?

    Yes, you would initiate the transfer from your NameCheap account and pay for an additional year's registration. You would not be able to transfer for 60 days as GoDaddy does not allow tranfers out for 60 days following a change in WHOIS contact info.
