Is there a tool that can render readme.txt?

Do you know about a tool that is able to display the file readme.txt as it would look after uploading to the Plugin Directory via SVN?

Okay, I will explain it a little bit more.

I have readme.txt (for example http://wordpress.org/extend/plugins/about/readme.txt), which is after uploading to the WP server being displayed like this: http://wordpress.org/extend/plugins/jetpack/

I need to display it without uploading, so I need a tool that would handle that.

 

I think you are asking for something like Online Pdf reader sort of software.
