Is there a program that will get me pay-per-[free] sign up webmasters?

    We are ready to pay for free sign-ups to web masters. Production of our own affiliated program is benng terrible delayed and we are looking to outsource it for now. Is there affiliates website that will be able to help us with pay-per-sign up (not PPC, PPV, PPL) ?

    Sorry, I explained badly. I have website and need registered users for our FREE services. We are ready to pay $3 for each registered user. The registration is free forever (we don't even collect payment info). What I need is a affiliated program that will ether sell us leads, or represent us.
