    Is there a program with the following criteria:

    - that pays monthly/weekly/daily for sites with low traffic (something like money4banners.com)
    - that pays through Moneybookers

    There are affiliate programs that pay through moneybookers, but there are not many good ones that pay via that unless you ask and then they may. There are many programs that can pay weekly and monthly.
