Is there a problem with the rep system?

So I very often get green reps but the system only counts them a "1" point, but then I get a red rep and it takes like 3 or 4 points off. But then I get a green rep and it adds like 5 or 4... so it's pretty weird, shouldn't the rep points be the same? If I get a green one it's one point, if I get a red one then a negative point.

 

If you get rep from somebody with a lot of rep power bars, you will get more points.

rep doesn't add up in the general chat forum, unless it is from somebody with huge rep power.
