Is there a market for a CPM-based business offering YouTube views?

    Hi

    I am working on a website that could serve as an "ad network" (though not in the strict sense) that will offer YouTube views on a CPM basis. Is there a market to this? Where should I target these people? Also, what do you think could be a reasonable CPM rate to charge such a market?
